SB 684 and SB 1123 in plain English

California's Starter Home Revitalization Act (SB 684, 2023), expanded by SB 1123 (2024), makes small-lot subdivisions of up to 10 homes a ministerial approval: city staff check the plans against objective standards, and that's it.

Who qualifies

Single-family homes on large lots (SB 1116, signed September 2026); lots zoned for multifamily housing in urban areas; and vacant lots of up to 1.5 acres zoned for single-family homes (SB 1123, in effect since July 2025).

What you can build

Up to 10 homes on up to 10 lots, each of which can be sold separately. Lots can be very small, and homes average 1,750 sq ft or less.

How approval works

Ministerial review against objective standards: no public hearing, no CEQA review and a decision within 60 days, with limits on the conditions a city can impose.

Generally not eligible

  • Certain environmental and hazard sites (e.g., wetlands, habitat, some hazard zones without clearance)
  • Historic resources and properties in some historic districts
  • Lots with protected or recently occupied rental housing
  • Sites that don't meet the statute's zoning or urban-area tests

Just expanded again

SB 1116, signed in September 2026, widens the law further — PERMITTING ADDITIONAL HOMES ON EXISTING SINGLE-FAMILY HOME LOTS. Ask us how it affects your lot.

Summary only. Eligibility depends on the statute, local objective standards and the specific parcel.

FAQ

Is the eligibility check really free?

Yes. Send the address and we'll tell you whether the lot appears to qualify and what the main issues are. No obligation.

Will you make me an offer?

Only if you want one. Clients can opt to have an affiliate offer to purchase the property, form a joint venture, or consult on and entitle the project. Any affiliate interest is disclosed to you in writing.

Does the report tell me what my property is worth?

No. The report covers what can be built and how to get it approved. It does not include a valuation or appraisal.

Is this legal advice?

No. We're development and entitlement consultants, not your attorney. For legal questions about your property, consult a land-use attorney — we can recommend one.

Are you part of the government?

No. This site is privately operated and is not affiliated with the State of California or any city or county.
